Draft Parking Supplementary Planning Document (SPD)
Guildford Borough Council has produced a Draft Parking Supplementary Planning Document (SPD).
This SPD provides detailed advice and guidance on draft Policy ID11: Parking Standards in the Local Plan: Development Management Policies (which is also available for public consultation until Friday 18 February 2022 and can be accessed at Draft Guildford Borough Local Plan: Development Management Policies) and Policy ID3: Sustainable transport for new developments in the adopted Local Plan: Strategy and Sites 2015-2034.
This draft Parking SPD sets out Guildford Borough Council’s off-street parking standards for non-strategic sites, and electric vehicle charging provision for both strategic and non-strategic sites. The parking standards are for cycles as well as motorised vehicles. The SPD also contains design guidance for on and off-street parking provision to be provided by new development.
Car and cycling parking standards for strategic sites (excluding electric vehicle charging provision) can be found in draft Policy ID11: Parking Standards in the Local Plan: Development Management Policies (for consultation details see previous paragraph).
Topic papers have been produced to help explain how the Local Plan: Development Management Policies were developed, including for Parking Standards. The Topic Paper for Parking Standards includes the rationale for the approach of setting out parking standards in both Policy ID11 and this SPD and can be accessed at https://www.guildford.gov.uk/article/25707/New-Local-Plan-Development-Management-Policies.
Consultation
The consultation will be live and available for comment from midday Friday 21 January 2022 to midday Friday 18 February 2022. Comments submitted outside of these dates will not be accepted.
The Draft Parking Supplementary Planning Document can be found below under 'Consultation Documents' in PDF format. Hard copies of the SPD are available to view at the Council office main reception at Millmead and in all Borough libraries (during usual opening hours).
Please respond to this consultation through the online comments form below. Alternatively, you can email or write to us using the details at the bottom of this page but please remember to tell us your full name and ensure you state clearly which part of the SPD or which issue each of your comments relates to. We cannot accept verbal comments.
After the consultation your comments will be published alongside your name, but your personal details, such as your email or postal address, will not. We will not accept anonymous comments.
Following the consultation, we will consider the comments received and make any necessary amendments. As the SPD gives guidance on draft Policy ID11: Parking Standards in the Local Plan: Development Management Policies, which is a Development Plan Document (DPD), the issue of whether the SPD’s content should form part of the Local Plan: Development Management Policies DPD or be a standalone SPD may be considered by the Inspector at the future Examination in Public for the Local Plan: Development Management Policies.
Accordingly, it may be appropriate to make changes to the SPD as a consequence of the Inspector’s direction regarding the content of the draft Policy ID11. It is proposed that the SPD, amended as appropriate, will be adopted following the adoption of the Local Plan: Development Management Policies.
This consultation has now closed.
